Members of the council’s Children and Young People Committee approved officers’ recommendations that the council’s refocused Children Centre programme, its Family Solutions service and its Targeted Youth Support service should be delivered by in-house teams rather than being commissioned from external providers.

Councillors took the decision after considering the views of local people, external providers’ ability to deliver the three services, and the costs and implications to the council and taxpayer.

The new in-house services will be reviewed after a year to ensure that they are operating effectively and delivering value for money.

The changes form part of the council’s wider transformation programme and aim to refocus services on early intervention and prevention.

Local people were consulted on the proposals between March and May this year, with many respondents expressing a preference for the valued services to remain under the direct control of the council.
