The consultation is part of the second phase of a wider community governance review that began last year, which considered options to create, merge or alter parishes in some areas of the district to make sure that they properly reflect the communities they serve.

As proposed, the town council area would include the new Emersons Green East development as well as parts of Pucklechurch and Mangotsfield parishes.

Residents affected by the proposals are being asked whether they would like to join the new area and be governed locally by the new town council, or keep existing arrangements.

The consultation runs until 12 April 2013 and residents will shortly receive a leaflet setting out the proposals and inviting them to comment.

Exhibitions will also be held at Emersons Green Library and Pucklechurch Community Centre and there will be drop-in sessions at Emersons Green Library on 12 March (7-9pm), 15 March (10am-midday) and 16 March (10am-midday).

Community governance reviews aim to bring about improved community engagement, more cohesive communities, better local democracy and more effective and convenient delivery of local services. The government recommends that it is good practice to conduct a full review at least every 10 to 15 years.

The council last reviewed community governance arrangements in its area more than 10 years ago.
