Licensing of animal activities 2018

On 1 October 2018, The Animal Welfare (Licensing of Activities Involving Animals)(England) regulations 2018 came into force.

These regulations updated and made changes to the previous animal licensing regime.

The new legislation applies to pet shops, catteries, kennels, home boarders, doggy day care, riding establishments, dog breeders and performing/exhibition of animals.

There are no changes to Dangerous Wild Animals Licences or Zoo Licences.

There are new conditions that will apply to licences

  • a set of general conditions that apply to all licences and
  • a set of specific conditions that will apply to specific animal activity

It is necessary to comply with both sets of conditions.

Defra has produced guidance documents for local authority inspectors, but they will also help current or prospective licence holders understand what is required of them under the new legislation. Please refer to the guidance documents on GOV.UK for more details.
