Community Infrastructure Levy (CIL) - Draft Charging Schedule & Draft CIL & S106 Guide Supplementary Planning Document (SPD)

Consultation on a Draft CIL & S106 Guide Supplementary Planning Document (SPD) in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2012

 

Legislation was introduced in 2010 that allows local councils to set a Community Infrastructure Levy (CIL). A CIL allows councils to raise funds from developers carrying out building projects in their area, for spending on infrastructure such as new schools, open space or public transport (a short guide to CIL in South Gloucestershire can be accessed below). Following the approval of the Policy & Resources Committee (7th April), the Council has published South Gloucestershire’s Draft Charging Schedule (and supporting documentation as set out below) for public consultation.

 

Supporting Documents

This is the second consultation on South Gloucestershire’s approach to the Community Infrastructure Levy. Consultation on the Preliminary Draft Charging Schedule & Preliminary Draft Developers Guide was held between Dec 2012 and Jan 2013. The preparation of the Draft Charging Schedule and CIL & S106 Guide has been informed by:

  • comments from the previous consultation (these can be found at Appendix 11 of the Economic Viability Appraisal above)
  • additional viability work
  • amendments to the CIL Regulations

Making comments

Comments should be made using the Representations Form (in Word or PDF format) between 12 May and 23 June 2014, to the following addresses:

Next steps

Comments received regarding the Draft Charges and related documentation will be submitted to the Examiner with a statement setting out the number of comments made and summary of the main issues raised in accordance with Regulation 19 of the 2010 CIL Regulations. Any person making representations can be request to be heard by the examiner and request to be notified when the draft charging schedule is submitted for examination, the publication of recommendations by the examiner and approval of the charging schedule by the Council (see Statement of Representations Procedure above). It is anticipated that the examination of the charges will take place in autumn 2014 and the Council will commence implementation of charges by April 2015.

Marking a consultation as relevant to a particular audience indicates that it may be of special relevance to people within that group. It doesn't, however, mean that other groups wont find the consultation of interest - we welcome responses from everybody.
For example, education issues may be of particular interest to Parents & Guardians, and so will be shown to people searching the system for parenting issues, but the views of others (eg: Business, Faith Groups) are also relevant.
