Residents' parking schemes

Residents’ parking schemes are intended to protect certain on-street parking spaces for people who hold a resident’s parking permit but it does not guarantee a space.

Setting up a residents parking scheme is a lengthy process, taking up to a year even when funding has been found to support the scheme. As part of this a traffic regulation order introducing the scheme is implemented following a legal process and consultation.

Enforcement

We ensure compliance with the resident’s schemes using its in-house parking services team via both foot patrol and using the latest hand held and camera technology.

Holders of permits will be expected to comply with the scheme conditions and those breaching the scheme and / or parking without a permit can expect enforcement action.

Kingswood, Thornbury, Yate and Filton

These areas are under a paper waiver scheme. For schemes in Kingswood households are allowed one permit. For schemes in Thornbury, Yate and Filton households are allowed up to two permits. The cost of these waivers are £10 each. No visitor permits are provided under this scheme. To apply for a resident’s waiver please email parklegally@southglos.gov.uk to request an application form. If your permit is lost or damaged you will need to complete a new paper application form and pay the £10 fee for a replacement.

Warmley

Warmley is under the new virtual permit scheme. Whilst the lines on the roads and signs indicating the resident’s zones will remain there will no longer be a requirement to display a paper permit in the vehicle, instead the vehicle registrations will be maintained electronically. Our officers will be able to check the registration of vehicles parked in residents’ areas using our hand held and camera car technology.

The virtual permits will be managed by MiPermit on the council’s behalf, and schemes under this system can be applied for via the MiPermit website

Residents’ parking permits will be subject to an annual charge.

The normal entitlement to permits will be determined on a scheme by scheme basis when it is being introduced. The charges are:

  • for the first permit will be £30 per year
  • £45 per year for a second one
  • occasionally, and where there is space to allow a third permit, it would cost £60 per year.

A resident who has a valid Blue Badge, is entitled to a free permit.

Visitors’ permits within Residents’ Parking Restriction areas are available on the basis of 25 free virtual visitor permits annually per household.

Each virtual permit will allow parking for one day – during the hours of restriction. A further 25 virtual permits per residence can be purchased annually at a cost of £50 or an individual daily permit for £2 (maximum allocation per household, per annum, is 25 permits).

Visitor permits are purchasable by the resident.
