The Wider Bristol SHMA (Strategic Housing Market Assessment)

The Wider Bristol SHMA 2015 was prepared by consultants Opinion Research Services (ORS) and covers the unitary authorities of Bristol City, South Gloucestershire and North Somerset. It was linked to and guided by the withdrawn Joint Spatial Plan (JSP) in accordance with Government planning policy and guidance (National Planning Policy Framework 2012 and Planning Policy Guidance).

Volume 1 of the Wider Bristol SHMA, published in June 2015, reported on the full objectively assessed need (OAN).

Volume 2 of the SHMA, published in November 2015, set out technical information such as the need for all types of housing including the breakdown of affordable housing need by tenure and type.

ORS were commissioned to refresh the Wider Bristol SHMA evidence and an update to Volume 1 was published in March 2018. An update to Volume 2 was published on 8 March 2019.

The JSP was formally withdrawn on 7 April 2020. As a result, any evidence that relates specifically to the JSP strategy has now been retracted. This has meant that SHMA Volume 1 has now also been retracted. Whilst the SHMA Volume 2 was also commissioned to support the JSP, it is considered to be relevant to support the council’s affordable housing delivery. Therefore, it is retained as a material consideration in respect of determining planning applications and delivery of the council’s statutory housing functions, pending the completion of the new Local Housing Needs Assessment Parts 1 and 2 which will replace the SHMA in accordance with the National Planning Policy Framework 2019.
