Duty to refer
This page is for public authorities wishing to make statutory referrals as required under the Homelessness Reduction Act.
Under the Homelessness Reduction Act, certain public authorities have a statutory duty to refer customers to us that they believe to be homeless, or at risk of homelessness (for example, it is likely they will become homeless within 56 days). The public authorities which are subject to the duty to refer are,
- prisons
- youth offender institutions
- secure training centres
- secure colleges
- youth offending teams
- probation services (including community rehabilitation companies)
- Jobcentre Plus
- social service authorities
- emergency departments
- urgent treatment centres
- hospitals in their function of providing inpatient care.
The Secretary of State for Defence is also subject to the duty to refer in relation to members of the regular forces. The regular forces are the Royal Navy, the Royal Marines, the regular army and the Royal Air Force.
If your agency is not listed, you may still refer customers providing they agree to be referred.
