Independent Living Fund

On 30 June 2015, the government funded Independent Living Fund (ILF) will close to its service users, and both funding and responsibility will transfer to local authorities. In July 2015, nine months’ worth of the net amount of ILF (the gross assessed amount of each package, less attrition of 5%, less the ILF service users’ contribution) will be transferred to South Gloucestershire Council. The new grant will be included in the Children, Adult and Health department budget.

Leading up to the transfer, all current ILF recipients are being reviewed against the council’s eligibility criteria. The transfer reviews in South Gloucestershire are completed so everyone should have been visited by ILF and a contact officer in the last year.

As part of the budget setting process on Wednesday 18 February 2015, it was agreed at full Council that when the ILF is transferred from central government, existing South Gloucestershire ILF recipients will continue to receive the same amount of funding until March 2016, to enable them to make any necessary personal arrangements to move to the new assessment method.
