Community and controlled schools – oversubscription criteria

South Gloucestershire Council is the admissions authority for all community and controlled primary and secondary schools.

The oversubscription criteria for all community and controlled schools for the academic year 2022-23 was determined by the Cabinet Member for Schools, Skills and Employment in March 2021. These remain substantively the same as those agreed for 2021-22 and take account of the requirements of the School Admissions Code (December 2014).

Following a period of consultation, the published admission number of Marshfield Church of England (CE) Voluntary Controlled (VC) Primary School has been decreased from 26 to 20 with effect from 1st September 2022. The reduced number will apply to the intake in Reception and will age through the school over a seven year period.

Coordinated admissions scheme

All local authorities are required, by law, to have in place a scheme each year for coordinating admission arrangements for maintained schools in their area. Co-ordination schemes ensure, as far as is reasonably practicable, that every parent of a child receives one offer of a school place. It is for each authority to decide the scheme that best suits its residents and its schools.

The scheme that applies to all schools in South Gloucestershire was determined by the Cabinet Member for Schools, Skills and Employment in March 2021. Details of the timetable of the admissions process are included in the schemes. The timetables differ for primary and secondary school admissions.

In-year admissions scheme

The In-year admissions scheme applies to all applications from parents/carers for in year admission to schools and academies located in South Gloucestershire. In year admission refers to admission outside of the normal admissions round and parents/carers are advised to read the scheme to ensure that their application is submitted to the relevant admission authority.

Own admission authority schools – voluntary aided and foundation schools, free schools and academies

Voluntary aided schools, foundations schools, free schools and academies are their own admission authorities. The admission arrangements for these schools must be determined by the individual governing body or trust and are available to view on individual school/academy websites. Details of these arrangements will also be included in the council’s composite prospectus published in September 2022.

The relevant area for consultation on school admission arrangements

Each local authority is required to define a ‘relevant area’. The relevant area for South Gloucestershire is defined by the council’s administrative boundaries.

Objections

Objections to the admission arrangements concerning the admission arrangements for any school can be made to the schools adjudicator. Parents/carers may make an objection to the schools adjudicator through the GOV.UK website. The annual deadline for objections to the arrangements to apply in the academic year 2022/23 is 15 May 2021.

Annual report to the schools adjudicator

Local authorities are required to produce an annual report on admissions for all the schools in their area for which they co-ordinate admissions. This report must contain information about:

  • how local admission arrangements serve the interests of looked after children and previously looked after children, children with disabilities and children with special educational needs
  • the effectiveness of fair access protocols and co-ordination in their area
  • the number and percentage of lodged and upheld parental appeals
  • any other issues the local authority may wish to include

Reports are submitted by local authorities to the Office of the Schools Adjudicator (OSA) by 30 June each year. The OSA then produces its own report setting out its findings from the admissions cases received within the reporting year. These reports are published on the Office of the Schools Adjudicator website.
