Adult social care precept

We will use the adult social care precept to continue to meet our priorities to:

  • deliver high quality services which enable people to maintain independence and wellbeing in their own homes
  • enable us to respond swiftly to urgent requirements for care
  • provide sufficient, high quality care home placements for the frailest of our residents

More specifically, the funding will be used to enhance, continue or protect the following service areas:

  • maintain broad eligibility criteria for access to reablement support which has allowed most people needing domiciliary care services to receive them
  • achieve sustainable seven day working for social workers and brokerage in acute trusts to provide more continuous client support and assessments. This will help ensure people can quickly and smoothly move out of hospital and into appropriate care settings
  • maintain 24/7 working for the rapid response team
  • increase the capacity within the rapid response team so that interim support can be provided until longer term support can be put in place (thus supporting hospital and community referrals)
  • deliver one-off premium payments to care homes and domiciliary care providers to support swift placements and seven day assessments of new clients
  • ensure front line management is resilient and able to engage more fully with multi-disciplinary teams working in six locality clusters that are working to identify and support those most vulnerable to urgent care episodes
  • maintain current levels of direct payments to carers
  • increase the resilience of the way the council currently meets its obligations under the DoLS scheme through enhancing the budget and staffing establishment
  • sustain a seven day community meals service
  • pass on enhanced fee payments to care home providers and domiciliary service providers to promote and sustain the local market for these service providers. In line with a review of fees commissioned by the council, this will ensure fair fee levels by going beyond costs of the real living wage
  • increase frontline social work and frontline management capacity
  • increase resilience in the Approved Mental Health Practitioner rota through additional staffing and specialist training
