Member Awarded Funding

Local voluntary community groups, social enterprise organisations and town and parish councils can apply to South Gloucestershire Councillors for funding for their local projects, events and services in the usual way.

Awards for COVID-19 Mutual Aid groups

Additionally, Councillors have agreed to temporarily modify the principles of the Member Awarded Funding (MAF) scheme in order to support the work of COVID-19 Mutual Aid Groups during the current health pandemic.

If you are a mutual aid group applying for COVID-19 response funds, you do not need to register with our online grants system. You will however need to partner with another organisation already registered with us, such as a town or parish council or a voluntary, community or social enterprise (VCSE) organisation. Payment of awards to mutual aid groups will be done via their partner organisation. There is also no minimum grant award for mutual aid groups, enabling smaller awards to be made.

Your contact details will also need to be published on our Community Aid directory and you should submit these using the online form on our Community Aid South Glos page.

How to apply

To apply for MAF you can contact your local councillor to discuss your project proposal and to request an application form.

Each councillor has a budget of £3,000 to spend on projects that benefit residents in their wards. Records of Members’ Budget balances are regularly updated for reference.

How MAF can be used

MAF can be used in a number of ways:

  • as a grant to voluntary, community or social enterprise organisations or town or parish councils;
  • to secure delivery of additional council services or services from other public sector organisations during the year;
  • as a contribution to or as match funding to local projects; and
  • as a grant to COVID-19 Mutual Aid Groups supporting vulnerable residents.

Councillors are individually responsible for allocating their MAF budget and can:

  • award all their annual MAF budget to one project
  • divide it amongst a number of projects
  • combine their MAF budget with other councillors to give greater support to a particular project in a given year.

Registration

If you are a COVID-19 mutual aid group applying for support, refer to the section on Awards for COVID-19 mutual aid groups above.

For all other applicants, to enable us to communicate with you and process payments you must submit your organisation’s details using our online registration form. You only need to register once and you can update your organisation’s registration details at any time. This can be completed at any point but must be completed prior to the payment of award to successful applicants.

It is a condition of South Gloucestershire Council that all organisations need to supply the following documents:

  • constitution or governing document
  • equality and diversity policy
  • safeguarding policy
  • financial accounts for the most recent reporting year.

Town and parish councils, public bodies, registered charities and South Gloucestershire Council services are deemed to be automatically approved, unless specifically identified as not meeting appropriate standards of financial stability and probity, but must still provide full details and supporting documents.

Transparency

We publish all grant awards to meet our obligations under the Local Government Transparency Code. This code is issued to meet the government’s desire to place more power into citizens’ hands to increase democratic accountability and make it easier for local people to contribute to the local decision making process and help shape public services.

We have published our payment data made through the following schemes, Community Grants, New Homes Bonus, Positive Activities Subsidy and Three Year Grants, since 2013. Awards made under Member Awarded Funding have been published since its launch in 2016 and awards made under the Area Wide Grant scheme have been published since December 2017. VE Day payments are also included. All award data is published on the Open Data webpage.
