How to challenge a parking fine

We will issue a penalty charge notice (PCN) to any motorist not complying with the relevant parking regulations. You can query a ticket in a number of ways.

If you wish to challenge a PCN, you must make your informal challenge within 28 days of the date the PCN was issued. To preserve the right to pay at the discounted rate an informal challenge must be made within 14 days of the issue of the PCN. You must include your ticket number, name, address and contact details in order to receive a reply.

You can challenge your PCN in the following ways:

Online

If you wish to appeal but you have already paid the fine, you can only do so in writing. Do not use the forms below as payment will have closed the case on our systems.

You may make an informal first stage challenge to a PCN online and view some of the case file held by us by completing the Make an informalĀ challenge form.

Please enter in full the PCN reference which starts GS and your vehicle registration number. You will then be able to view the photographs/video taken and make an informal appeal.

You must provide contact details to get a reply.

Formal representation

If you are the registered keeper of the vehicle and have received a Notice to Owner from us since 1 August 2008, you may now view the complete case file held by us online. You can make a formal, second stage, representation to a PCN online.

If you have received a Notice to Owner letter please enter the PCN number and the web code found at the bottom of the Notice to Owner letter. You will then be able to view photographs associated with this appeal only. This will assist you in making your formal challenge.
