Local Green Space Designation (LGS): Update November 2015
Due to the change in circumstance in respect of the council’s housing land supply, work on identifying additional housing allocations and on designating Local Green Spaces (LGS) now needs to be considered together. This is because a number of LGS sites have also been proposed as potential housing sites. Government policy requires the council to be sure that any LGS designation should be in conformity with the need to allocate sufficient housing land to address the shortfall in the 5 year housing land supply. The council invited comments on the list of nominated Local Green Spaces during summer 2015 and comments are now being processed. Details regarding the summer consultation can be found below.
Additional landowner/leaseholder engagement – November-December 2015
As part of our continuing engagement with the community on the PSP, the council is now contacting landowners and leaseholders that were identified as a result of the summer consultation that may be the owner or lease holder of a nominated Local Green Space (LGS), providing them with the opportunity to comment on the nomination.
Future development on designated Local Green Spaces will be restricted, therefore we would be grateful for confirmation from you, as landowner/leaseholder that you are in support of, or wish to object to, the suggested nomination of your land as a Local Green Space (Please refer to Section A of the response form below for full details).

The above provides current details of the new and amended nominated spaces, and provides details of the justification submitted to support the designation. This incorporates any additional comments submitted as part of the Summer 2015 consultation.
At this point no formal council decision has been made regarding the nominated spaces. There are around 560 spaces nominated for designation in total. Of these, approximately 70 spaces have been amended or are new nominations since the summer 2015 consultation. This targeted landowner/leaseholder consultation therefore focusses on these 70 spaces only. This engagement provides the opportunity for any identified new landowners to review the mapping and evidence that has been provided to date and submit any comments on proposed nominations which may affect their land.
No further additional spaces can be accepted at this stage, but amendments to the boundaries of the mapped spaces will be considered.

Comments should be made using the landowner/leaseholder response form above and should be submitted by close of business on Friday 18th December 2015.

The information collected as part this consultation will be used by the council in accordance with the data protection principles in the Data Protection Act 1998. The purposes for collecting this data are: to assist in plan making; and to contact you, if necessary, regarding the planning consultation process. Some of the data may be made public as it will form part of the evidence base used to inform the creation of planning policy documents. The above purposes may require public disclosure of any data received on the response form, in accordance with the Freedom of Information Act 2000.

Next steps
Following the completion of this informal consultation the responses will be appraised by officers, and the full list of spaces for designation finalised and agreed by council. The final list of spaces, which will form part of the proposed submission PSP Plan, will be subject to a formal public consultation – this is anticipated in summer 2016. Following this period, the PSP Plan will be subject to examination by an independent Inspector appointed by the Secretary of State. Only representations made at the formal consultation stage will be provided to the Independent Inspector, in line with the Town and Country Planning (Local Planning) (England) Regulations 2012. The Inspector will make the final recommendation of which spaces will be designated.

Local Green Space Designation: Consultation - Summer 2015
In 2012, the National Planning Policy Framework introduced a new designation – Local Green Space (LGS). The Local Green Space designation is a way to provide special protection against development for green areas of particular importance to local communities. Local Green Spaces can be designated either in a Local Plan or in a Neighbourhood Plan.
Local Green Space Designation
The South Gloucestershire Local Plan Proposed Submission Policies, Sites and Places Plan (PSP Plan) is currently out for consultation and includes Policy PSP4: Designated Local Green Spaces. This policy restricts inappropriate development on land designated as a Local Green Space.
Individual Local Green Spaces will be identified in Appendix 2 of the PSP Plan and their extent will be defined on the Policies Map. The PSP Plan can be accessed from www.southglos.gov.uk/PSPpublication
Process so far
Spaces have been nominated through a number of opportunities during the preparation of the PSP Plan. Firstly, during the preparation of the PSP Plan in September 2013 through targeted consultation with Town/Parish councils & Ward members; secondly, through public consultation during Summer 2014, and finally through follow-up engagement with Town/Parish councils & Ward members from October 2014 – February 2015.
Public consultation
The council is now inviting comments on the list of spaces nominated for designation as Local Green Space in accordance with Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012. This consultation period will run for a 6 week period between 18 June and 30 July 2015.

This informal consultation provides details of the nominated spaces, the suitability of designation and provides details of the justification submitted to support the designation. No formal council decision has been made regarding the nominated spaces. The consultation provides the opportunity to review the mapping and evidence that has been provided to date. It also provides land owners with the opportunity to comment on proposed nominations which affect their land.
There are around 560 spaces nominated for designation, around 500 of which have been provided with a map. No further additional spaces can be accepted at this stage.
