Section 106 funding to support the provision of facilities for outdoor sports facilities and children and young people
Under Section 106 (S106) of the Town and County Planning Act 1990, contributions can be sought from developers towards the cost of providing community infrastructure to cater for the additional need which has arisen as a result of a new development taking place.
We are responsible for managing and allocating S106 funding contributions for public open space improvements, including outdoor sport provision and facilities for children and young people.
Funding contributions are negotiated between developers and the council during the planning application process. Developer contributions are usually paid to the council when development work begins or when certain trigger points are met as the development proceeds. This money is then allocated to projects to either provide new facilities, or improve the quality and capacity of existing facilities.
S106 funding can only be spent on new facilities or capacity improvements to existing facilities where the new development has, or at least in part, contributed to the need for that facility or will have an impact on existing facilities.
S106 funding cannot be used to maintain existing facilities.
Schedule of S106 funding contributions open for funding applications
The spreadsheet S106 Funding Schemes Open for Applications provides a schedule of all S106 funding awarded to outdoor sports facilities and provision for children and young people projects since April 2010.
The schedule lists S106 contributions open for funding applications and includes deadline dates for submissions. These are highlighted in green.
Community Infrastructure Levy regulations state that no more than five S106 obligations entered into since 6 April 2010 can be pooled for a specific project or scheme. To avoid a breach of pooling regulations the schedule presents a record of the projects or schemes that funding contributions have been allocated to.
Applying for S106 funding
To apply for S106 funding to support the provision of new or enhanced outdoor sport and children and young people facilities you must be a voluntary organisation or an organisation that operates a community facility on a not-for-profit basis, or be a town or parish council, charity, or a school with community use
Before applying for funding you need to do two things:
- Read Section 106 Funding – Guidance Notes for Applicants. This document provides detailed information on S106 funding, the application process and guidance on completing the application forms.
- Contact our Community Spaces Team to confirm the availability of funding within the locality of your proposed project and discuss whether your project is eligible for funding under the terms of the relevant S106 agreement.
Please note that applications for S106 funding go through a two stage process:
- Stage 1: Expression of interest
- Stage 2: Full application
You may also be required to submit a business case with your Stage 2 application. In addition a project management plan may be required, either to be submitted with your Stage 2 application or following approval of your Stage 2 application, but prior to commencing any spend. These requirements will vary depending on the size and complexity of your project and will be determined following assessment of your Stage 1 Expression of interest application.
As part of your application you should think about the environmental impacts of your project (positive or negative) and describe how these will be addressed. The aim is to ensure that South Gloucestershire Council is delivering on its environmental commitments and objectives as set out in the Council’s Environmental Policy, Council Plan and the South Gloucestershire Community Strategy. To help concentrate your thinking on this you are required to submit a S106 Environmental Assessment Checklist with your Stage 1:Expression of Interest and Stage 2: Full Application, a copy of which can be found in the downloads section on this page. Please read this as part of the process of developing your proposals so that you consider how to mitigate or enhance environmental impacts at an early stage in your planning.
If your organisation is awarded S106 funding, you will be expected to enter into a funding agreement with the council.
Applicants will be expected to complete an environmental assessment checklist.
