The South Gloucestershire & City of Bristol Gypsy & Traveller Accommodation Assessment (GTAA) 2013

The Core Strategy Inspector in presenting his final Report and supporting main modifications to the Core Strategy in November 2013, confirmed his requirement for the Council under Policy CS21 (Gypsy & Traveller accommodation) to undertake a review of the need for Gypsy & Traveller sites in South Gloucestershire over the plan period.

South Gloucestershire commissioned a study jointly with Bristol City Council to carry out a GTAA refresh in March 2013. Following joint working between the two authorities in accordance with the Duty to Co-operate, the final GTAA was completed in December 2013.

South Gloucestershire GTAA – report findings

The report recommends the following to be delivered in South Gloucestershire up to 2028:

  • 46 additional Gypsy/Traveller residential pitches
  • 23 additional Travelling Showpeople plots

The report also suggests a:

  • 10 pitch transit site to meet transient needs of the Gypsy/Traveller community.

This GTAA replaces the previous West of England 2007 assessment.

The new figures form part of the Council’s up to date evidence base and will inform further work required as part of the Policies, Sites & Places DPD.

PLEASE NOTE – There is a typing error in Appendix A, page 67 of the document. The total number of pitches on private sites with permission should state 64, not 74 and therefore the total number of pitches should also be 104.

The Gypsy/Traveller evidence and supporting documentation below informed the early stages of a Gypsy and Traveller DPD. As a result of announcements from the Secretary of State, progress on this DPD was halted and this work (i.e. evidence base) was used to inform and take forward the Gypsy/Traveller policy through the Core Strategy.
