What is a Traffic Regulation Order?

A Traffic Regulation Order (TRO) is the legal document that creates a local traffic rule which requires road users to obey certain conditions, like, for example, one-way systems, speed limits, weight limits, movement and waiting restrictions.

When is a TRO used?

A TRO is required for many highway schemes, like: 

  • Access and turning restrictions 
  • High-occupancy vehicle (HOV), bus and cycle lanes 
  • One-way streets 
  • Road and footpath closures 
  • Speed limits 
  • Stopping
  • Weight and width restrictions

Why TROs are needed?

Traffic Regulation Orders are required to give legal effect to signs that impose restrictions on traffic, such as parking restrictions, one-way streets and weight limits. Without a legal order, the police cannot enforce these restrictions.

This process allows for consultation and for any objections raised to be considered.

They are made in order to control the flow of traffic and make sure that people park safely and conveniently.
