A car is parked so that it is blocking my driveway. What can you do about it?
We can only issue a Penalty Charge Notice if the vehicle is parked in contravention of a Traffic Regulation Order. Where there are no double or single yellow lines you should report the incident to the police as obstruction.
I've had parking restrictions outside my house for years and have parked there without any problem until now. Can these be removed?
We are in the process of reviewing all existing waiting restrictions as part of the scheme. Reviews will be undertaken in the future and if the restrictions appear to be redundant or we are advised that they no longer serve a purpose we will consider removing or altering them.

No, the regulations have remained the same. The only change is in who enforces them.
What are the rules on delivering,collecting, loading and unloading?
Unless there is a specific loading or unloading ban (there are signs to that effect), Traffic Regulation Orders generally offer an exemption from parking restrictions for delivery and collection and the loading and unloading of goods. The vehicle involved does not have to be a goods vehicle, but it must be necessary for the activity and not merely convenient.
Loading and unloading must be actively taking place with the vehicle not left unattended for more than two minutes at a time.
