You cannot park outside a marked bay whether or not your vehicle is causing an obstruction. This is stated in the parking regulations which apply to all public car parks run by South Gloucestershire Council.

We do not take only the position of the wheel into account. We also look at how far the body of the vehicle is jutting into the next bay. If you think the decision to issue the notice was too severe, you can appeal to challenge the issue of a Penalty Charge Notice in writing.

You will have to park in a different bay. A bay that is being obstructed is unavailable. If you park in it and you cannot fit your vehicle within the markings, you risk a fine.
What should I do if I am not able to park within the bay markings because my vehicle is too big?
If your vehicle is too big to fit within the bay markings then it is considered to be too big to safely use the car park.
Why was I issued with a Penalty Charge Notice for exceeding the time limit when I removed my vehicle from the car park and did not return until after the specified no return time limit?
When we record that your vehicle is in a car park we take readings of the position of the valve stems on the tyres. We only issue a Penalty Charge Notice if we record your car twice and the readings are the same.
