Policies, Sites and Places (PSP) Plan - Proposed Submission publication (2016)

The consultation on the Polices, Sites and Places Plan closed at 7pm on Thursday 8 September and is being managed our Strategic Planning Policy Team. All representations submitted to the consultation will be made publically available as soon as practically possible, including any provided by South Gloucestershire Council’s Property Services Team, acting as landowner in relation to proposed local green space designations.

All responses received will need to be reviewed before any modifications to the plan are proposed, in accordance with the delegations agreed by Council in June 2016. Where representations received relate to the removal of a landowner objections to the designation of a Local Green Spaces the Strategic Planning Policy Team will reconsider if a space can be designated using the published assessment criteria. Any proposed modifications will be submitted to the Secretary of State, when the plan is put forward for examination in public.

We anticipate submitting the plan next month (October 2016), but this timing will depend on the number and nature of representations received.

The Inspector carrying out the examination will consult on any modifications that they consider appropriate.

Policies, Sites and Places Plan: Proposed Submission Plan Public Consultation (2016)

(Regulations 19, 20 and 35, Town & Country Planning (Local Planning) (England) Regulations 2012) 

The Policies, Sites and Places Plan (PSP Plan) is the final document in completing the up to date Local Plan for South Gloucestershire. The PSP plan will replace the previous South Gloucestershire Local Plan (adopted 2006) and Minerals & Waste Local Plan (adopted 2002). Along with the Joint Waste Core Strategy (adopted 2011) and the Core Strategy (adopted 2013) it will guide future planning decisions in the district. Consultation

The Council has published the proposed submission version of the PSP Plan for a period of statutory, formal consultation, with representations invited for a 7 week period from 21 July 2016 until 7.00pm on 8 September 2016 (see details on how to respond below).

The Council is seeking representations on the legal compliance and the 'soundness' of the PSP Plan. All representations received within the consultation period will be assessed by the independent Inspector appointed by the Secretary of State to examine the Plan.

Responding to the Consultation

Representations should focus on whether the Plan has been prepared in accordance with legal requirements and whether it is ‘sound’. Please read the guidance note (see below) for further information on how to make representations at this stage, including details of how legal compliance and soundness is to be assessed.

The purpose of the examination, as detailed in the Planning and Compulsory Purchase Act 2004, is to determine whether the Local Plan is ‘legally compliant’ and ‘sound’.

The Council's preference is that representations be made online, using the Council’s internet based consultation system (link above). Representations are invited on the Plan and the supporting Sustainability Appraisal for a 7 week period from 21 July 2016 until 7.00pm on 8 September 2016.

Next steps

Once all representations have been received, the Council will submit its proposed submission version of the Plan, changes to the Policies Map, the Sustainability Appraisal and a summary of the main issues raised as part of the consultation, for examination by the Secretary of State, in accordance with Regulation 22 of the Town and Country Planning (Local Planning) (England) Regulations 2012.

Data protection

The information collected as part this consultation will also be used by the Council in accordance with the data protection principles in the Data Protection Act 1998. The purposes for collecting this data are: to assist in plan making; and to contact you, if necessary, regarding the planning consultation process. Some of the data may be made public as it will form part of the evidence base used to inform the creation of planning policy documents. The above purposes may require public disclosure of any data received on the response form, in accordance with the Freedom of Information Act 2000.

This consultation has now closed and we are analysing the results, which will be published here in due course.
