1) Statement of Consultation and Engagement (Regulation 30(1)(d) Statement)
This statement sets out:
a) which bodies and persons were invited to make representations during the preparation of the Core Strategy;
b) how those bodies and persons were invited to make such representations;
c) a summary of the main issues raised by those representations; and
d) how the issues have been addressed in the Pre-Submission (Publication)Core Strategy
The statement is accompanied by the following appendices:
Appendix 1- Pre-Issues and Options Engagement Statement
This statement outlines the range of consultation and engagement that was umdertaken prior to publication of the Issues and Options Consultation Document. The period covered by this statement is March 2007 to February 2008.
Appendix 2 - Issues and Options Engagement Statement
This statement outlines the range of consultation and engagement techniques that the council used to promote the Core Strategy Issues and Options Consultation Document leading up to and during the consultation period between Friday 2nd May and Friday 11th July 2008.
Appendix 3 - Summary of Responses to the Issues and Options Consultation Document
This report summarises the responses received to the Issues and Options Consultation Document during the consultation period 2nd May – 11th July 2008, incluing a few responses that were received after the closing date. A total of about 1300 responses were received, of which 300 were returned questionnaires (either completed and submitted online through the council’s iNovem e-consult webpage or mailed paper copies of the questionnaire booklet), with the remainder being letters and emails. A high percentage of the responses were from residents of South Gloucestershire, but responses were also received from parish and town councils, political groups, agents and developers, other business interests, specific (statutory) consultation bodies and non-statutory interest groups.
Appendix 4 - Post issues and Options Engagement Statement
This report outlines the main engagement activities undertaken between July 2008 and March 2010.
Appendix 5 - Consultation Statement for Pre-Submission Core Strategy
This report draws together, in a summarised form, the comments from the various engagement and consultation exercises undertaken to date, and shows how these comments have been taken account of in the Pre-Submission (Publication) Core Strategy. .
2) Statement of Representations to the Pre-Submission (Publication) Core Strategy (Regulation 30(1)(e) Statement)
This Statement sets out the number of representations received to the Pre-
Submission Publication Draft Core Strategy and provides a summary of the main
issues raised in these representations. It is not a full record of all the issues raised by
representations and does not contain the representations in detail. Appendix 2 to the Statement is published as a separate report.
Appendix 2 - Engagement and Consultation Statement March 2010 - March 2011
This statement outlines the range of consultation and engagement techniques undertaken by South Gloucestershire Council and others to promote the Pre-Submission Publication Draft Core Strategy and the range of techniques used to invite people to make duly made representations up to
August 2010. 3 This report also covers other engagement activities undertaken until
submission of the Core Strategy to the Secretary of State in March 2011.
Details of Workshops
Yate and Chipping Sodbury Workshops

In 2009 the council held two stakeholder workshops in Yate and Chipping Sodbury as part of the Core Strategy process. Over 300 local organisations and community representatives were invited to act as a 'focus group' to enable the council to understand what the local community wants to achieve through the Core Strategy document up to 2026.
The first workshop aimed to develop the draft wording of a vision and to identify strategic objectives for Yate and Chipping Sodbury.
The second workshop considered which locations identified by the Regional Spatial Strategy (RSS) Areas of Search for Yate and Chipping Sodbury are well located for new development. The workshop was asked to examine the potential for, and impacts of, the proposed new sites for housing and employment within the community. The areas of search include:
• Land to the south east and west of North Rd. Engine Common
• North Brimsham area
• Peg Hill area
• North Chipping Sodbury - Barnhill Quarry area
• East Chipping Sodbury - Parks Farm area
In addition the council introduced the existing employment site at Stover Road with a view to discussing the potential of broadening employment uses on this site.
Thornbury Workshop

The Thornbury Town Centre Strategy contains a number of aims and objectives to help increase the vibrancy of Thornbury town centre. A launch event workshop for the strategy was held on 20th October 2009 at the Armstrong Hall in Thornbury to which a number of local community representatives attended. There was also an evening exhibition.
The events on 20th October were used as an opportunity to ensure the results from the Thornbury Town Centre Strategy were fed into and helped to inform the council’s emerging Core Strategy. As part of the event the local community were also asked how they would like to see Thornbury develop over the next 15-20 years. Several possible options for limited housing/employment development put forward by local community representatives were shown, to which attendees to the events gave their opinions. A report summarises the exercise results and opinions expressed by the participants at the stakeholder workshop. These results have been used to inform the drafting of the Core Strategy.
North Fringe of Bristol Workshops
Workshops were held on 2nd December 2009 to consider a vision and aims for the North Fringe of Bristol for the period to 2026. The workshops were held in the new Exhibition and Conference Centre at the University of the West of England and were by invitation to key stakeholder organisations.
