What is Supporting People?

Supporting People is a government initiative that provides a new funding framework for housing-related support services to vulnerable people. It is a working partnership of local government, service users and support agencies.


The aim of the Supporting People Team is "to enable vulnerable people to live independently in their own home".

The purpose of housing-related support

  • To develop an individual's capacity to live independently in the community or sustain their capacity to do so 
  • Provide support to an individual who might remain or be admitted to institutional care, become homeless or suffer tenancy breakdown, if support were not provided

There are many different groups of people who qualify for help under 'Supporting People'

These groups include:

  • Elderly people
  • People with mental health problems
  • People with physical or sensory disabilities
  • People with learning disabilities
  • People at risk of offending
  • Teenage parents or pregnant teenagers
  • Young people at risk
  • Young people leaving care
  • Young single homeless people with support needs
  • Homeless families with support needs
  • People with HIV or AIDS
  • People escaping domestic abuse
  • Travellers
  • People who misuse substances

Supporting People will only pay for housing-related services that help people to live independently - it does not pay for care services.
