I have received a Penalty Charge Notice. Can I challenge the decision?

Yes. You may make an informal challenge in writing to the address below and within 28 days of the notice being issued. We will not consider verbal challenges. You must make an informal challenge in 14 days if you wish to preserve the right to pay at the discounted price.

Do I have to pay the Penalty Charge Notice before making a challenge in order to avoid paying the higher amount?

No. Not if you challenge the decision within 14 days of the date the notice was issued. If we turn down your challenge, you will still be able to pay the fine at the reduced rate for 14 days after receiving notice of our decision.

I'm not happy with the decision of my challenge. What do I do now?

28 days after the Penalty Charge Notice has been issued the council will send the registered owner of the vehicle a 'Notice to Owner'. This form will explain how the owner may make a representation to the council asking for the Penalty Charge Notice to be cancelled. The representation must be made in writing.

If your representation is rejected you have a right to make an appeal to the National Parking Adjudication Service to have your appeal heard by an impartial adjudicator.

Why can't the attendant cancel the Penalty Charge Notice?

The parking attendant cannot cancel a notice once issued. You need to put your points in writing or complete the on-line informal challenge on the website.

Why did I get a ticket when I left a note in the car advising I was loading or it had broken down?

A note is not a valid permit to park and you would need to send a copy of any evidence to support the reason your vehicle was there i.e breakdown recovery receipt, or delivery note
