The Council has now published its draft Infrastructure Delivery Plan and its draft Strategic Housing Land Availability Assessment (SHLAA) – Methodology and Call for Sites, for consultation. Consultation will close on 6th August. These are available on the Core Strategy consultation web page which is in the 'Have your say' box on the right of this page. The list of documents which form the evidence base to the Core Strategy are available through the link at the bottom of this page.
Background to the Core Strategy
The South Gloucestershire Core Strategy is the key planning document which will set out the long term vision for the area and the policies needed to deliver sustainable communities in the period up to 2026. A key purpose of the Core Strategy is to identify where new development will take place, its type and scale, as well as protecting what is valued about the area.
Public consultation on the Core Strategy Issues and Options ran from May to July 2008. This document reflected the proposals for housing numbers and locations which at the time were emerging from the Regional Spatial Strategy and was an opportunity for the Council to make the District aware of what was being put forward. South Gloucestershire Council strongly objected to the levels of growth proposed in the Regional Spatial Strategy. The Draft Core Strategy therefore reflects levels of future development which the Council thinks is achievable and sustainable.
Core Strategy Pre-Submission Publication Draft - what is proposed?
The Draft Core Strategy proposes 21,500 homes to be built in total between 2006 and 2026. Around 2,600 have already been built. And of the remaining 18,900, over 12,200 have already been granted planning permission or allocated as a housing development in the Council’s Local Plan from 2006.
The South Gloucestershire Core Strategy outlines how sustainable communities, with the appropriate facilities and the right infrastructure, will be achieved. These will be designed to a high quality and will be built to reflect the latest environmental standards. The Core Strategy also includes policies to enhance and protect our town centres, ensure that there is sufficient land available for new employment and protect what is valued about the area.
For a summary of all of the proposals contained in the Core Strategy please click on the ‘Core Strategy Plain Guide’ in the green ‘Read more’ box on the right of this page. The Read more box also contains the full Core Strategy document.
How have we arrived at our proposals?
As part of the pre-production work on this document, at the request of the communities involved, officers undertook a series of community engagement and visioning events in Yate/ Sodbury, Bristol North Fringe and Thornbury. The notes from these workshops are available through the Consultation and engagement reports link at the bottom of ths page.
These events were carried out to test and develop the Plan’s emerging Development Strategy in locations where the Council considered it important and necessary to understand community views and ideas about the potential impact of additional growth.
The events, organised by community representatives and facilitated by officers, have provided very valuable information to inform the preparation of the Core Strategy.
In addition, issues surrounding the preparation of the Core Strategy Document have been considered extensively at Development Plan Document Policy Advisory Group (DPD PAG) meetings. This is a group of senior council officers and councillors which meet on a regular basis to consider regional, sub-regional and local planning matters.
