How to challenge a car parking ticket?

We will issue a Penalty Charge Notice (PCN) to any car parked in contravention of the relevant regulations. You can query  or challenge a ticket by writing to the address below or completing the form under 'Do it now' below.

 

Informal challenge

You may make an informal first stage challenge to a PCN online and view some of the case file held by the Council by completing the form 'Make an informal challenge' under 'Do it now' below.

Please enter in full the Penalty Charge Notice reference which starts GS and your vehicle registration number. You will then be able to view the photographs taken and make an informal appeal.

 

Please ensure that you provide:

  • Your name, address and contact details

You must provide contact details to get a reply.

 

Formal Representation

If you are the registered keeper of the vehicle and have received a “Notice to Owner” from the Council since the 1st of August 2008,you may now view the complete case file held by the Council on line and make a Formal, second stage, representation to a PCN clicking the'Make a formal representation' under 'Do it now' button below.

If you have received a Notice to Owner letter please enter the Penalty Charge Notice number and the Web code found at the bottom of the Notice to Owner letter. You will then be able to view photographs associated with this appeal only. This will assist you in making your formal challenge.

What you can expect

Informal challenge

If you wish to challenge a PCN, you must make your informal challenge in writing within 28 days of the date the PCN was issued.

After 28 days the owner or the registered keeper of the vehicle will receive a “Notice to Owner” informing them that a PCN has been served to the vehicle or the driver of the vehicle and that it is

It is the owners responsibility to either pay the Penalty Charge or formally challenge the issue of the PCN.

In the event of an unsuccessful informal challenge the Council will normally offer a further 14 days in which the PCN may be paid at the discounted rate.

Formal representation

If you have received a letter from the Council called a Notice to Owner you may make a formal challenge to the issue of the notice to the Council. Please note that it is the owner of the vehicle, who is taken to be the registered keeper, that is responsible for paying the Notice or making a challenge.
