Traffic Regulation Orders (general)
A Traffic Regulation Order (TRO) is the legal document that creates a local traffic rule which requires road users to obey certain conditions, for example, waiting restrictions (yellow lines), speed limits, weight limits and prohibited movements i.e. No Right/Left turns, No Entry etc.
Traffic Regulation Orders are required to give legal effect to signs that impose restrictions on traffic, such as parking restrictions. Without a legal order, the police or parking attendants cannot enforce these restrictions.
Traffic Regulation Orders (parking)
TRO’s relating to parking generally describe the length of restriction in terms of distances from road junctions and, where there is no suitable road junction, from the boundary of nearby buildings. Other than No Waiting At Any Time restrictions (double yellow lines) then all waiting restrictions are supported by signs that give details of the restriction as given in the TRO. There is no legal requirement to provide signs for No Waiting At Any Time restrictions.
Finding the correct Traffic Regulation order:
For certain administrative functions, South Gloucestershire is divided into five areas known as Forum Areas. Traffic Regulation Orders are arranged either by Forum Area or by the type of restriction (such as Schools, Taxis, weight limits, one-way streets etc).
When checking on specific restrictions it is important to read all subsequent Variation and Minor Orders in date order in both the specific folder (Area Forum) and the General folder where any updating and general variation orders can be found.
Pedestrian Crossings Notices are arranged in date order and it may be necessary to search through several Notices to find the correct item.
Please note that a TRO is not required for some specific restrictions such as Bus Stop No Stopping markings and some Zigzag lines associated with pedestrian crossings.
