In considering requests to site telecommunications masts and equipment on Council owned land, the Council has two distinct functions; i.e. landlord and planning authority. These are dealt with entirely separately. The Government has given telecommunications operators' legal rights to use public highway land for telecommunications development. On other Council land, the Council can decide, as landowner, whether or not to allow telecommunications development. The Council will consider the use of it’s sites for telecommunications proposals individually. This will include consultation with occupiers to establish whether the terms of a proposal could be agreed and determine whether a formal planning application should be submitted.
